- Reload Permission: Now work with player that have level 3 permission or the permission node 'cobblemon.cobblecast.reload' can use the command
/cobblecast reload
to reload the config file.

How PC Release Message Event works
If player releases a Pokémon with two or more high ivs stats it will trigger the event message the release message and spawning of it can both be toggled individually
