Added function to set region radius for certain groups.
Added function to limit active regions for certain groups for any region block.
Added creeper egg for EXPLODE damage (it would have worked anyway, but it's not much of a problem).
Added default block file, which will be created at the first start of the plugin.

Temporarily removed non-working block damage levels:
BLOCK_PLACE, FALLING_BLOCK
