Added new enchantment Storm Rider.
When the weather is Thunderstorm, movement speed increases by 100% for each level.
This effect can be applied anywhere on water, ground, air, and ice.
Stacks with other enchantments that increase movement speed.
Level 2 can only be granted by Enchanted Book.
